TWO RIVERS SCHOOL BOARD UNANIMOUSLY APPROVES QUESTION FOR FACILITIES REFERENDUM Proposed increase in tax levy to support necessary updates to District schools TWO RIVERS, WIS. -- On Monday, July 25, 2022, the Two Rivers School Board voted unanimously to approve a referendum question asking voters whether or not to approve a referendum not to exceed $38.7 million to address District-wide updates to classrooms, technology, safety and security. The referendum comes in response to substantial crowding at L.B. Clarke Middle School as well as the need across the district for safer entrance areas, updated infrastructure, and growing technology needs, identified through a facilities study conducted last summer by CG Schmidt and Bray Architects. In 2021, the comprehensive facilities study reported the district buildings, although well maintained, are struggling with aging equipment and infrastructure. Each building study included an in-depth examination of the general building, site, roof, exterior and building systems (fire protection, HVAC and electrical) of the schools. In addition, the team evaluated safety, security, ADA compliance, energy conservation, access to technology, site, traffic flow, special education offerings and more. The facilities assessed included Koenig and Magee Elementary Schools, L.B. Clarke Middle School, Two Rivers High School, plus the Concession and Maintenance Buildings. If District residents approve the referendum, the 2022 tax levy (to be collected in 2023) would increase by $49 annually, or about $0.94 per week, on a home valued at $100,000. The referendum question will appear on the Tuesday, November 8, 2022 ballot as follows: BE IT RESOLVED by the School Board of the Two Rivers Public School District, Manitowoc County, Wisconsin that there shall be issued pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $38,700,000 for the public purpose of paying the cost of a school facility improvement project consisting of: construction of additions, including classrooms and a gymnasium, and renovations at L.B. Clarke Middle School; district-wide safety, security and site improvements and building systems and technology upgrades; playground updates at the elementary and middle schools; and acquisition of furnishings, fixtures and equipment.
