Chairman Lienau led the Pledge of Allegiance to the Flag. Approval of Minutes of October 24, 2017 Regular Meeting and November 14, 2017 Budget/Annual Meeting Motion by Virlee, seconded by Koch to approve the minutes of the October 24, 2017 regular meeting and the November 14, 2017 budget/annual meeting. Motion carried by unanimous voice vote. Pending Business/Updates No pending business or updates were presented. Resolutions 2017-74 Approval of Wisconsin Department of Natural Resources Nine Key Elements Plan Grant Motion by Virlee, seconded by Neinas to approve Resolution 2017- Acceptance of the Wisconsin Department of Natural Resources grant for $20,000 to provide funding to develop a compliant 9 key elements watershed plan for the Ahnapee Watershed. Erin Hanson, County Conservationist, explained the resolution is to accept $20,000 to fund research for runoff at Mill Pond. Motion carried by a roll call vote with 20 Members voting Yes; 1 Member excused. Special Reports John Miles County Park Recreation Plan Phase I Becky Kerwin Becky Kerwin, Planner, presented a PowerPoint outlining the Park's Recreation Plan Phase I. Supervisor Austad complemented Becky and staff on a job well done. Supervisor Kohout suggested information be posted, at some point in the park, regarding who John Miles was. Mid-way paving concerns were expressed. It was noted the Airport and Parks and Property Committee will continue to review and plan for the paving of the mid-way. 2017-75 Adoption of John Miles County Park Recreation Plan Phase I Motion by Virlee, seconded by Sitte to approve Resolution 2017-75 - Adoption of the John Miles County Park Recreation Plan Phase I. Administrator Pabich noted the main goal today is to approve Phase I. Things will continue to be researched and decisions made moving forward. Motion carried by unanimous voice vote. 2017-76 Lease Agreement Wisconsin Public Service Corporation Motion by Virlee, seconded by Sohns to approve Resolution 2017-76 - Approval of the Lease Agreement for collocation at Wisconsin Public Service Corporation's Heritage Lake Road Site in return for collocation at Door County's Sunnyslope Site. Supervisor Virlee explained Corp Counsel worked with WPS legal counsel to draft the agreement. The County owns the tower at the Sunnyslope site and WPS would like to collocate. In return the County will collocate on a tower that will be constructed by WPS at their Heritage Lake Site. CC Thomas noted this is a great example of a private/public cooperation. Special Reports Presentation on Door County Fiber Project Jason Rouer TS Director Jason Rouer presented an overview and update on the Door County Fiber Project. Rouer explained what fiber is and what it does. There are two projects one for the public radio safety system in partnership with NSight. Upon completion the ring will link 11 tower sights. The Southern ring of the project is complete with the northern ring soon to be completed. The northern ring is expected to be operational in February 2018. The second project is the City loop which gives a ring throughout the City for all Door County government buildings. The city fiber project is in partnership with the City of Sturgeon Bay and NWTC. Construction on the city ring began yesterday and will continue through next year. This network allows the County the ability to share resources and costs. 2017-77 Intergovernmental Agreement- Fiber Optic Network / Utility Motion by Gunnlaugsson, seconded by Koch to approve Resolution 2017-77 - Approval of the proposed Intergovernmental Agreement between Door County, City of Sturgeon Bay, and Northeast Wisconsin Technical College to develop and share utilization of a fiber optic network/utility within the City of Sturgeon Bay. Motion carried by roll call vote with 20 Members voting Yes; 1 Member excused. 2017-78 Transfer of Non-Budgeted Funds Technology Services Department Phone System Motion by Schultz, seconded by Fisher to approve Resolution 2017-78 - Approval of the total cost of $343,091.80 for the purchase of a new phone system and related five-year maintenance agreement, with up to $47,197.05 to be transferred from the Undesignated Reserve and $6,023.21 be transferred from the TS-Telephone Service Contract account to supplement the amounts already budgeted for this purpose in 2016 and carried forward to 2017 and 2018, and with the remainder of the cost of the five-year maintenance agreement to be included in the annual operating budgets for subsequent years included in the five-year maintenance agreement. Administrator Pabich explained the county advertised an RFP for a new phone system as the current system is outdated. Costs will be shared with the City of Sturgeon Bay and is based on actual equipment. Maintenance costs will also be shared with the City. Motion carried by roll call vote with 20 Members voting Yes; 1 Member excused. 2017-79 Authorization to Expend Funds Donated to Senior Resource Center Motion by Schultz, seconded by Enigl to approve Resolution 2017-79 Authorization for the Human Services Director to expend funds from the Senior Resource Center Reserve, not to exceed the existing balance of $96,356.10 and any additional interest which shall accrue thereon, to purchase needed furniture and equipment for the new Community Center. Administrator Pabich explained donations were received by the Senior Center. There are certain things that are needed for the new building; specific items include exercise equipment and items for the activity rooms. The funds are reserved specific for building use/equipment. The requested purchases have been reviewed by the Human Services Board. Human Services Director Krebsbach explained the funds were donated many years ago, specific to the building or a new building, and have been in a CD which was due in December. Ordinances 2017-15 Amendment of Chapter 11.05 Door County Code All Terrain Vehicles & Utility Terrain Vehicles Routes Motion by Neinas, seconded by Fisher to approve Ordinance 2017- An ordinance ordaining amendments to Chapter 11.05 Door County Code to designate county highways or portions thereof as ATV and/or UTV Routes. Supervisor Neinas noted this is an addition to the Southern Door ATV/UTV trails. Motion carried by roll call vote with 20 Members voting Yes; 1 Member excused. Report Repeal and Replace the Door County Floodplain Zoning Ordinance Motion by Fisher, seconded by Enigl to accept the report. Land Use Services Director Mariah Goode explained this is related to this past year's audit. FEMA creates the floodplain maps and the DNR creates the model ordinance the counties need to adopt. In 2009 the County adopted the FEMA maps and an ordinance. Later in 2009 the DNR wrote a new ordinance which wasn't relayed to the county. This is to correct/update the county's ordinance to reflect the 2009 re-write by the DNR. Motion carried by unanimous voice vote. 2017-13 Door County Floodplain Zoning Ordinance Motion by Fisher, seconded by Moeller to approve Ordinance 2017-13 Amendments to rescind the Door County Floodplain Zoning Ordinance, Chapter 15.02, Door County Code and adoption of the Comprehensive Revision, Door County Code Chapter 15.02, Door County Floodplain Zoning Ordinance. An error in the ordinance was noted line 14 the date should read December 2017. Motion carried by roll call vote with 20 Members voting Yes; 1 Member excused. Report Amendments to the Door County Land Division Ordinance Motion by Fisher, seconded by Kohout to accept the report. Land Use Services Director Goode explained the amendment is due to more changes with state regulations related to land surveyors and land divisions. The amendment is to make the Door County Land Division Ordinance consistent with state statutes. Motion carried by unanimous voice vote. 2017-14 Amendments to the Door County Land Division Ordinance Motion by Fisher, seconded by Kohout to approve Ordinance 2017-14 Amendments to the Door County Land Division Ordinance. Chairman Lienau requested submission no later than December 27th.
